Comments Sought on State Licensing Regulatory Recommendations

As many of you know, for the last seven months over 90 early childhood professionals have been working to revise and improve upon the State of Ohio licensing system through a thorough review of all statute and rules to streamline the overall system, with a core focus on ESSENTIAL health, safety and developmentally appropriate practices in all regulated settings.  The work was organized into seven writing teams and a leadership team.  To read more on the regulatory review process, please visit http://www.build-ohio.org/new2010/happening/regulatory.html.

At this time the teams would very much appreciate feedback from providers, families and others regarding the revisions and proposals they are suggesting.  After 2:00 today, you can click on the link below to begin your review of the draft recommendations.  Please provide as much information as possible in order for the writing team to consider your comment and/or suggestion.  Please note: regulations addressing the care of children with special needs are still under development and not contained in this phase of the work.  Also, the recommendations on playgrounds are still being completed.  A notice will be sent when playground recommendations get added to the site.

The work of each writing team is entered into an excel spreadsheet.  Please be sure to click on each tab in order to review all of the work.  You are not required to complete the survey for each section but only the sections that you are interested in provided feedback on.

Please keep in mind that these are only recommendations and will need to be presented to executive leadership and to the Director of the Department of Job and Family Services and the Superintendent of the Department of Education.  These proposals would need to be approved with an implementation plan determined, which will include both statutory and rule changes, before they would go into effect.

Feedback regarding these recommendations will be accepted until December 9 at the close of business.

Head Start Re-Competition Language Released for Comment

The U.S. Department of Health and Human Services (HHS) announced new proposed rules that will require lower performing Head Start programs to compete for continued funding. At least 25 percent of grantees will be required to recompete for funds each year. This announcement is part of HHS’s ongoing efforts to ensure that Head Start continues to provide high-quality comprehensive programs for the nation’s most vulnerable children. Recompetition is intended to ensure that Head Start programs are held accountable for the very high standards established for the program.

Public comments are due to the Office of Head Start by December 21, 2010.
